Cross-border Semantic Interoperability of Powers and Mandates

In particular, the project defines the semantic definitions of mandate attributes and enhanced the eIDAS Interoperability Framework with appropriate elements on protocol level and integration modules for connecting national mandate management infrastructures.

This facilitates Service Providers to be able to allow the representation of legal or natural persons within their eIDAS enabled services.

Specifically, the eIDAS node implementations of the participating MS (AT, ES, NL, SI) have been expanded with additional functionality supporting powers of representation and e-mandate attributes and have been integrated the e-mandates in selected e-services for AT, NL and SI.
 
By providing the – until now – lacking functionality to exchange mandate information between MS a gap in the eIDAS-regulation has been bridged. This also an important requirement and precondition for the Doing Business Abroad pilot of the DE4A program. After all, this pilot aims at delivering services to legal persons. To determine whether a natural person, who logs in to a website of a service provider in another MS to apply for a service on behalf of a company, is having the powers to act on behalf of this legal person certainty concerning these powers has to be established. SEMPER offers to possibility to exchange these certainties.

Because this is also an important precondition for the SDG Annex II services delivered to legal persons the EU is mentioning SEMPER as the solution to exchange powers and mandate information cross border. In the eIDAS revision, carried out currently, the SEMPER functionality is one of the issues under discussion to be added to eIDAS.
